Realising the need to ensure all Malaysians receive basic telecommunications services, The Malaysians Communications and Multimedia Commission allocated 57 million in funds to launch the USP 2004 Project for five years in Sabah and Sarawak.
USP in general provides fixed line services that comprises of voice solutions such as residential phone lines and payphone services to “underserved areas” and “underserved groups” in Sabah and Sarawak.
These "Underserved areas" are areas where the penetration rate for Public Switch Telephony Network (PSTN) subscribers is 20% below the national penetration rate,while underserved groups are groups of people who do not have access to basic communication services.
Under the phase one of the project, TIME was awarded 14 districts from the 18 districts offered in Sabah. They include Kudat, Kota Marudu, Kota Belud, Tuaran, Papar, Beaufort, Kuala Penyu, Sipitang, Tambunan, Tenom, Sandakan, Lahad Datu, Semporna and Tawau.
The targeted completion date for these districts will be on 4 November 2004.
Phase two of the project was extended to Sarawak and from the 20 districts offered, TIME was awarded four districts and they include Asajaya, Bau, Dalat and Lawas. The project in Sarawak is expected to be completed in February 2005.
