About Community Communications Development
Programme (CCDP)
The Community Communications Development Programme (CCDP) was initiated
and funded by the Malaysian Communications and Multimedia Commission
(MCMC) with the objective of increasing rural communities' access
to telecommunication services.
The focus is on areas with an active community base but with limited
or no communication access as well as areas with existing cottage
industries or activities that can benefit from communication access.
The main purpose of the programme is to develop and implement a
collaborative programme that will help narrow the digital divide
which in turn will have a positive socio-economic impact on the
community. The programme also aims to serve as a platform for the
building of current and future initiatives via community access
to communications and network services.
TIME's participation in CCDP
As one of the major players in the telecommunications industry,
TIME has been entrusted by MCMC to play a major role in the development
of its Community Communications Development Programme , and it has
done so through the setting up of "Kedai.Koms" in the Northern region
of Malaysia.
To date, TIME has set up 13 Kedai.Koms in Perak, Kedah and Perlis.
The facilities include satellite access solutions that provide two
payphone services and Broadband Internet Access with a dedicated
128 kbps for download and 64 kbps upload for each of the Kedai.Koms.
A Brief Introduction to Kedai.kom
The role of the Kedai.kom is to deliver communication service especially
broadband access to rural areas within their community.
Each Kedai.Kom is furnished with five personal computers, one printer
and its relevant peripherals. In an effort to ensure the intended
community uses the Kedai.Kom effectively, training is provided in
the following areas:
- Usage of Internet as a medium of communication for local leaders
- Basic competency in personal computers maintenance and
- Internet awareness programmes for working adults and school
children
Kedai.kom operators run the Kedai.kom as a commercial enterprise,
charging the users of its facilities reasonable rates in order to
encourage adoption of the technology by the local community.
In addition to provisioning the infrastructure and training, TIME
also assisted in the creation of local entrepreneurs by encouraging
the operators to manage each "Kedai.Kom" as their own business.

which is hosted by TIME dotCom's ISP arm, TIMENet.
